The sources don't agree, and that's expected. Each one assumes a different roof size, a different grade of material and a different call on whether old layers come off first. That's why the statewide average can look small next to the per-foot rates once those rates are spread across a whole roof.

Per-foot prices apply to roof surface, which is larger than your floor plan. Take a one-story Madison ranch with about 1,750 sq ft of living space and a pitch you could walk on. Add slope and overhang, and the roof covers roughly 2,160 sq ft. At shingle rates of $4.75 to $8.50 a foot, that works out to about $10,300 to $18,400. What Changes the Price

Two houses on the same Madison street can get very different numbers. These are the usual reasons.

  • Roof area, not floor area. Overhangs, dormers, porches and a detached garage all add squares. A one-and-a-half or two-story home has a smaller footprint, so its roof can be smaller than you'd guess.
  • How steep it is. A roof you can stand on goes faster. A steep one calls for harnesses, roof jacks and slower work, which shows up as labor cost.
  • What comes off first. Removing one worn layer is routine. Two or more layers mean extra labor, a bigger dumpster and more disposal weight.
  • The wood underneath. Soft or rotted decking only shows once the shingles are stripped. Good contracts price it per sheet, so a surprise doesn't become a blank check.
  • Material grade. Basic asphalt costs least. Architectural and impact-rated shingles cost more, and steel panels or standing seam cost more again, as the table shows.
  • Winter detailing. Madison's normal seasonal snowfall is 51.8 inches, so ask your roofer about ice-and-water barrier at the eaves and how the job handles valleys and vents.
  • Older homes. In the Madison school district, about 40% of homes were built before 1970. Chimneys, several roof planes and older framing can add time.
  • Permits and review. The City of Madison requires a building permit to replace roofing, with a fee based on project cost. In the five local historic districts, call preservation staff at 608-266-6552 before changing roofing material.

Inside a Roof Estimate

A useful estimate breaks the job into parts, so you can see where the money goes and compare two offers line by line. Wisconsin's home improvement rule, ATCP 110, also requires the contractor to tell you which permits the job needs before you sign. Look for these lines:

  1. Tear-off of the existing layers, plus haul-away and disposal.
  2. Underlayment, and ice-and-water barrier at the eaves and valleys.
  3. New flashing, drip edge, vents and ridge cap, not just the shingles or panels.
  4. A per-sheet price for any decking that has to be replaced.
  5. The building permit, named, and who will pull it.
  6. Manufacturer and labor warranties, in writing, with their terms.
  7. A payment schedule, plus lien waivers when you ask for them.

Before you sign, look up the person pulling the permit at license.wi.gov to confirm an active Dwelling Contractor credential, and ask for proof of insurance. A lower total that leaves out tear-off or flashing is not really the lower price.

Deductibles, Explained

On April 14, 2026, the National Weather Service reported hail up to softball size over portions of the Madison metro area. If storm damage leads to an insurance-paid roof, the policy covers what the adjuster approves and you still owe your own deductible. Under Wis. Stat. s. 100.65(2), a roofer can't promise to pay or rebate any part of that deductible to win the job, and that includes in an ad.

The claim is yours to settle with your insurer. A roofer may look over the damage, write an estimate and send it to the insurance company, but may not represent you or bargain over the claim. Class 4 impact-rated shingles and FORTIFIED roof standards are options, not requirements. They usually cost more at the start. Some insurers offer a premium discount for them, so call your agent and ask before you pick a material.
